Finance Manager

As Finance Manager, you will support the delivery of high quality homes by over-seeing all elements of the financial operation of the wider Brick by Brick development company.


Job Title: Finance Manager
Reports to: Head of Operations
Responsibility for: None (but indirect supervision of Assistant Office Manager)

Key activities will involve:

  • Treasury Management: bank reconciliations, cash flow projections, preparation of loan/equity drawdown requests, maintenance of the BBB borrowing tracker and providing support to the company; AP function
  • Strategic Finance: supporting/advising the Development and Construction teams on preparation of scheme financial appraisals, supporting/advising the Head of Operations on financial approvals as part of the gateway process, on-going development of the approach/methodology adopted for financial viability testing, preparation of operational budgets, supporting the preparation of the company’s annual business plan and profit projections
  • Management Reporting: development of BBB monthly reporting procedures, preparation of monthly reports at all levels of the organisation (Development/Construction Teams, Heads of Service and Board reporting), analysis of spend reporting (including variance analysis, exception reporting and identification of key financial risks)
  • Corporate Accounting: oversight of accounting treatment of all company transactions of the company’s financial system, supporting the preparation of the company’s financial statements, support for tax returns (including VAT)
  • Oracle Governance: design and maintenance of Oracle coding structure and approval hierarchies, control system access, on-going development of the financial system, maintenance of Oracle user guidance and systems procedures
  • External Funding: preparation of external grant claims, co-ordination of information required by external bodies

The main internal stakeholders for this role will be the BBB Board, BBB Managing Director, Heads of Service, Development Managers and the BBB Operations Team. External stakeholders are likely to include key delivery partners (including suppliers and other strategic partners), key contacts within the local authority (including the legal, assets and finance departments), external grant providers, residents, other local authorities, and professional bodies.

Specific Minimum Qualifications and Expertise

  • Part or Fully Qualified accountant (and membership to an appropriate accounting body)
  • Strong data analysis skills and ability to present complex financial information in a meaningful way to non-finance professionals;
  • Experience of preparing financial statements and managing then year-end timetable;
  • A strong understanding of how financial viability (including all relevant cash flows) should be carried out for a development scheme and the ability to critically appraise viabilities presented by development teams;
  • A detailed understanding of the strategic context of the development sector in which the company operates;
  • Experience of delivering work within a target and deadline driven environment;
  • Significant experience of managing, coordinating and delivering complex end-to-end projects;
  • Excellent organisational skills, and experience of co-ordinating processes and procedures in a busy office based environment;
  • The ability to problem solve and design robust operating procedures for an entity or department within a larger organisation;
  • Experience of managing a multi-disciplinary team or staff within a previous role;
  • Excellent written and spoken communication skills including an ability to communicate and negotiate with diplomacy in a range of settings at senior levels;
  • Excellent skills in the use of information technology including excel, word, e-mail and internet use;
  • Experience of using Oracle (or similar) as financial system;
  • Excellent numeracy skills;
  • Able to work as part of a multi-disciplinary team;
  • Experience of working with external stakeholders, partners and members of the public, to deliver high quality professional services;
  • Experience of working within a politically driven organisation, including working with elected

Salary: Grade 3 £50-£60k pa plus performance related pay scheme of up to 20% of salary Contract and Hours: Full time (36 hours) permanent, including some weekend and evening work Annual Leave: 31 days with experience

Pension: Up to 6% contributory pension
